Extra checks will be carried out in prisons across England and Wales from Monday after migrant sex offender, Hadush Kebatu, was released in error last week.
Justice Secretary David Lammy said the accidental release seems to be "human error” and that an independent investigation will "fully establish the facts”.
He also confirmed new procedures for the "early removal scheme", and said foreign nationals will only be released under the scheme with the prison governor present.
The Conservatives’ Robert Jenrick calls the case a "national embarrassment", saying the offender voluntarily returned to prison, but was turned away.
