Saudi Arabia, Australia and Japan are among a number of countries who have lobbied for changes to a report, which underlines the need to move away from fossil fuels.
The lobbying was revealed in a leak of documents seen by the BBC.
Saudi Arabia is one of the world’s larges oil producers, Australia is a major coal exporter.
The leak came ahead of a the meeting of world leaders in Glasgow for global climate talks.
