A report into a deadly crowd crush in Seoul, South Korea, has only referred low level officials for prosecution over the incident.
The investigation concluded 23 officials, mainly those from local municipal and emergency services, should be charged with “death by professional negligence”.
The report held them responsible for weak planning and a poor emergency response, sparing higher ranking officials.
The crush in October last year killed 159 mostly young people who were out celebrating Halloween in Seoul’s Itaewon nightlife district.
