Russia says they will halt bombing of Kyiv and other key cities to allow refugees to flee. However some other ceasefires have been promised but not honoured by Russia.
A 12-hour ceasefire did hold in the city of Sumy allowing 5,000 civilians to escape into central Ukraine.
